Evaluation of the Adaptation Fund NGO Network, Germanwatch (Senegal)

Germanwatch e.V. is currently implementing the programme “Adaptation Fund (AF) NGO Network”, which is funded by the International Climate Initiative of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. The Network seeks to strengthen the international support structure in order to better assist vulnerable people in developing countries to adapt to the adverse effects of climate change. At the same time, the generated lessons learnt are fed back into the international debate on climate change adaptation to better match the needs of developing countries and contribute to the improvement of the overall international financial structure for adaptation.

The AF NGO Network is a coalition of NGOs and supports partner organizations in a number of “direct access” developing countries that are especially vulnerable to climate change. The support includes advice on strategy development, networking and dialogue, documentation and publications, as well as participative approaches of capacity building to facilitate planning, implementation and evaluation of projects financed through the AF. The organization ENDA Tiers Monde in Senegal is one of Germanwatch’s ten AFN Partner organizations and the first one to accompany the Adaptation Fund funded project “Adaptation to coastal erosion in vulnrable areas in Senegal”.

Senegal’s economy is threatened by the growing negative impact of climate change. The only way for the country to secure progress made over the last decade in eradicating poverty, is to apply appropriate climate strategies, embedded in sound development efforts on all levels. Senegal’s coastal areas of 700 km length are strongly affected by coastal erosion due to sea level rise and storm surges.

Based on the example of Senegal, the evaluation focussed on assessing the effectiveness and impact, or rather the contribution of the local AFN partner organization’s work. This included the mechanisms put in place by ENDA in order to accompany the three local Executing Entities and the National Implementing Entity in their activities during planning, implementation and evaluation of the project.
