Consultancy: Final Evaluation – 10/2018 – 05/2019
For GIZ, I conducted the final evaluation of the project “Supporting the implementation of the National Climate Plan in Algeria” in cooperation with a local consultant. The design of the summative evaluation was theory based, involving contribution and a stakeholder analysis and the reconstruction of the Theory of Change. Data collection tools included desk study, semi-structured (expert) interviews, focus group discussions, workshops and team meeitngs, and observation. The key sectors served by this project were climate change adaptation, political advice and capacity development.
